Odoo's managed upgrade path and most migration tooling handle a large version jump in a single pass, so there's rarely a cost advantage to landing on an older "safer-feeling" version first — you'd just be scheduling a second upgrade project sooner than necessary. The exception is a genuinely unusual compatibility requirement with a specific third-party integration, which is worth flagging during discovery rather than assuming upfront.
